New Project Applications

This page provides guidance to new project applicants seeking project funds within the River Valleys CoC (MN-502) jurisdiction. Guidance will be updated regularly during the application period as HUD releases additional information for the CoC Program National Competition. 
The CoC invites applications for new projects from all eligible applicants, including from agencies that have not previously received HUC CoC Program funds.

Notice of Intent to Apply

Local Competition Application

Required by 4:00pm 8/30/2022 in project's assigned Google Drive folder
Submittals for all project applications
  • ​Signed Applicant Assurances
  • New Project Impact Statement
  • Preparation & Performance Narrative
  • PDF of submitted project application in e-snaps ​, with all attachments
Submittals for some applications
For applicants that do not currently receive HUD CoC funds in this region
  • Acknowledgement of Federal Requirements form, with attachments
For projects seeking DV Bonus funds or serving exclusively survivors of domestic violence, dating violence, sexual assault, stalking, or trafficking:
  • DV Narrative Supplement

    • Housing or rent subsidy not funded by CoC

River Valleys CoC is also a Continuum of Care region recognized by the U.S. Department of Housing and Urban Development for the purposes of the HUD Continuum of Care funding program. The CoC's formal name with HUD is Rochester/Southeast Minnesota CoC (MN-502).
