Local CoC Competition for Projects

River Valleys CoC is registered as a Continuum of Care for the purposes of HUD Continuum of Care funding competitions.  To participate in national competitions for HUD CoC Program funds, River Valleys CoC must hold a Local CoC Program Competition to evaluate, select, and rank individual projects to include in the regional CoC application to HUD.

Overview

The purpose of the HUD Continuum of Care (CoC) Program is to promote community-wide commitment to ending homelessness by providing funding for nonprofit providers and local governments to quickly rehouse individuals and families, while minimizing the trauma of homelessness. The program also aims to promote access to mainstream programs, improve data collection, and optimize self-sufficiency among those experiencing homelessness, helping them achieve long-term stability. 

The main program project types in the HUD CoC Program are:
  • Permanent Housing (PH) (including Permanent Supportive Housing (PSH) and Rapid Re-housing (RRH)),
  • Transitional Housing (TH),
  • Supportive Services Only (SSO), and 
  • Homeless Management Information System (HMIS).

The FY2025 NOFO introduces new priorities for funding. The NOFO prioritizes treatment and recovery-oriented programming, reducing unsheltered homelessness, and increasing participants' earned income. It also opens opportunity to apply for Support Service Only and Transitional Housing program for the first time in several years. 

Important Deadlines

All CoC Program Competition deadlines are 4:00pm on the date listed.  
  • Project Consultations: November 24- December 11. 
  • Pre-Application / Notice of Intent to Apply: December 5, 2025
  • ​Local Competition Application: December 12, 2025
  • Applicants notified of acceptance and review score: December 26, 2025
  • ​Final application corrections in e-snaps National Competition system: January 7, 2025

Application components

1. Project Consultation

Project consultations are REQUIRED for all project applicants in FY2025. Consultations may occur before or after submitting a Pre-Application, but must occur before submitting an application for project funding to the CoC.

2. Pre-Application / Notice of Intent to Apply

Pre-applications for all projects are due by Friday, December 5, 2025 at 4:00pm. Pre-applications are submitted by online form. The CoC strongly advises submitting pre-applications early to ensure that you can find a Project Consultation time that works for you before the application deadline.

3. Project Application

All project applications are due for CoC review and selection by Friday, December 12, 2025 at 4:00pm.

4. E-snaps Application

All project selected by the CoC must submit a formal application in the HUD online application system, e-snaps when this system opens. Resources to assist in navigating the e-snaps system are linked in the Resources and Support box on this page.
