What is CoC?
River Valleys Continuum of Care (CoC) is a community planning group that coordinates services and maximizes resources across communities and agencies to reach the goal of preventing and ending homelessness for all persons in southern Minnesota.
River Valleys CoC is also the HUD-recognized body designed to develop, coordinate, and implement long range plans to meet the needs of people experiencing homelessness within the CoC region. In HUD's records, River Valleys CoC is listed as MN-502 Rochester/Southeast Minnesota CoC.

CoC region
The River Valleys CoC planning region, or community, includes the area of 20 counties in Minnesota and 2 entitlement jurisdictions, the City of Rochester and the City of Mankato. The CoC is located on traditional Lakota and Ho-Chunk lands.
CoC participants
The CoC includes people and organizations from across the region, and meetings are open to anyone who wants to work together with local organizations to change our system and end homelessness. About 40-50 people gather monthly to collaborate on important local, regional, and statewide initiatives. Anyone who shares the CoC's goals of working collaboratively to end homelessness is welcomed!
HUD CoC Program funding competition
Based on its work throughout the year, the CoC is eligible to apply for HUD CoC Program funds as part of the National CoC Competition. To compete, the CoC first holds a local competition for projects to include in the CoC's regional application in HUD's national CoC Competition.
