What is Coordinated Entry? 

Coordinated Entry (CE) in the River Valleys CoC Region is a HUD-mandated, evidence-based system designed to ensure that everyone experiencing a housing crisis has fair access to housing that becomes available within the homeless response system, regardless of the barriers they may encounter.   

The goals of Coordinated Entry are to:
  • Move as quickly as possible from homelessness to housing, and
  • Prioritize help for people who most need the available housing and services, no matter what barriers they may encounter. 

How Coordinated Entry works

​Coordinated Entry works for the homeless response system much like a medical triage system works in healthcare. 
  • Assistance to prevent emergency needs
  • Common entry points available in each community 
  • Standardized intake or assessment for needs
  • Help provided based on assessed priority and urgency
  • Referrals to providers in the network for assistance

Housing types people can access through CE are:
  • Permanent supportive housing
  • Rapid Re-Housing
  • Transitional Housing
  • Other permanent housing designated for people experiencing homelessness 

Crisis housing like emergency shelters are not prioritized, but they may be access points to Coordinated Entry and other housing.

River Valleys CoC a community-based coalition dedicated to working together to prevent and end homelessness in southern Minnesota.

River Valleys CoC is also a Continuum of Care region recognized by the U.S. Department of Housing and Urban Development for the purposes of the HUD Continuum of Care funding program. The CoC's formal name with HUD is Rochester/Southeast Minnesota CoC (MN-502).
