System Performance Measures (SPM) Reports 


What is in this report

The SPMs aggregate data from all housing and outreach programs participating in HMIS (shared data system) to measure participant outcomes achieved within the CoC region. Measures include overall length of time homeless, housing stability, income and employment, returns to homelessness, and exits to permanent housing. 

How to understand this report

The outcomes reported in the SPMs are a major component of the CoC Competition for funding. HUD evaluates each CoC on its ability to improve outcomes compared to the previous year, and each project funded with HUD CoC program resources is expected to contribute to the CoC-wide effort to improve outcomes for people experiencing homelessness. 

Because economic and political conditions and homeless response resources vary greatly between CoC regions, comparisons across CoC regions are not the intended use of this data. Instead, the data is meant to be viewed for a single region over time.

River Valleys CoC is also a Continuum of Care region recognized by the U.S. Department of Housing and Urban Development for the purposes of the HUD Continuum of Care funding program. The CoC's formal name with HUD is Rochester/Southeast Minnesota CoC (MN-502).
