This page is maintained for Southwest Minnesota CoC (MN-511) for the purposes of the FY2026 HUD CoC Program Competition.
CHANGE NOTES:
September 21, 2026: HUD notified CoCs at 4:30 on Friday, September 18 that it had reopened the competition in response to an Appeals Court ruling on September 16, which allowed HUD to move forward with the competition. In the notice, HUD announced a September 30 deadline for CoC applications. This has resulted in several changes to local CoC timelines and processes. Details are below. Most important changes:
August 11, 2026: All RVCoC competition activities are paused until further notice. On August 10, 2o26, HUD distributed notice that the FY2026 NOFO could not move forward and that no applications could be accepted. This notice came in response to an August 7 court ruling that vacated the NOFO because HUD’s issuance of its FY2026 Continuum of Care Competition and Youth Homeless Demonstration Program Grants Notice of Funding Opportunity (2026 CoC NOFO) violated the Administrative Procedure Act. HUD has appealed the ruling.
