E-snaps Review Resources 2025


Tasks

New Expansion Projects - Review and Rank 1/29 (Committee and LE group) 
  • Committee members review e-snaps apps for completion of app requirements (e-snaps corrections checklist provided)
  • Committee members and Lived Experience group members provide comment on content - Does it make sense? Does it make a meaningful case?
  • Committee members rank projects based on ranking of previously funded renewal. 
  • Staff send notification and comments to applicants. 
 
First Time Renewal Projects - Review only 1/29 (Staff)
  • Staff (me) review renewal apps - These should be copy/paste jobs from the previous app, so I can easily check those within the system. 
  • Staff (me) provide corrections list to applicants if discrepancies exist.  

Applicants make corrections and resubmit in e-snaps next week.  

Approach

  1. Required forms (20-25 pages) - Focus on checklist elements in this section to avoid getting caught up in all the details.  
  2. Experience (2-3 pages) - As expansions, this language is likely carried over from renewals, so checking dates and clarity is most important.
  3. Project Information (10 pages) - Focus on 3B project description completeness and clarity, 3C expansion description, and consistency with remainder of application, especially the budget.

  6. Budget (5-7 pages) - Check that budgets align with project descriptions and include adequate detail (cost and quantity) 
  7. Attachments - Check that match documentation aligns with matching funds committed in section 6.

River Valleys CoC is also a Continuum of Care region recognized by the U.S. Department of Housing and Urban Development for the purposes of the HUD Continuum of Care funding program. The CoC's formal name with HUD is Rochester/Southeast Minnesota CoC (MN-502).
