CoC Membership

River Valleys CoC is open to all people interested in and committed to working together with others to end homelessness in our region. Modest resources are available to support participation by people with lived experience of homelessness.

What members do

Members work cooperatively to create local and regional solutions to end homelessness. CoC members also implement federal requirements to qualify the region for about $2.7 million/year for projects under the HUD Continuum of Care program. To accomplish their work, members meet monthly to discuss issues and opportunities, and to work on joint projects. ​

Who members are

Members are people who commit to working together to end homelessness, no matter their place in the community. The CoC includes representatives from governments, businesses, housing agencies, school districts, social service providers, mental health agencies, hospitals, universities, housing developers, law enforcement, and organizations that serve veterans. It also includes people with lived experience of homelessness and other individuals committed to the mission of ending homelessness in our region. ​

How membership works

CoC Membership is unlimited and the River Valleys CoC has initiated an open invitation. Any person or agency may become a member of the CoC if there is commitment to working together to end homelessness. After attending a few meetings, participants are asked to complete member forms and officially join.

Member Agreements document how members commit to work together as partners in CoC and allow you to be formally involved in CoC decision-making. Member agreements do not commit you or your agency to endorsing all CoC decisions.

Member Agreements are updated at least every three years (2023-2025 is the current three-year term).

Agency Member Agreements
​are for people who participate in CoC as part of their work or volunteer time. Agency agreements are signed by an authorized signatory and identify who is authorized to vote and represent the organization in CoC decision-making.

Individual Member Agreements
​are for people who participate in CoC and are not associated with or representing any certain organization. Individuals sign the Agreement for themselves only.

To sign the member agreement: River Valleys CoC uses the service "Signwell" to collect e-signed member agreements. When you click on the link to SIGN, you will be asked to enter your Full Name and Email Address. Once you do that, you will receive a Signwell email to your account with a link to the Member Agreement. If you do not see the Signwell email in your Inbox within 30 minutes, check your Junk or Spam folder. Mark the message as "Not junk" and add to your Safe Senders list so that you can complete the Agreement and receive the final signed copy. Signwell will automatically send your Agreement to the CoC for our records.  

How to participate

Join us monthly at the Full CoC meeting at 10:00am-12:00pm on the third Thursday of each month. Meetings are held virtually or at locations in Mankato, Owatonna, and Rochester. All meeting spaces are accessible to persons with physical disabilities. Accommodations can be requested by contacting the Coordinator. ​

River Valleys CoC a community-based coalition dedicated to working together to prevent and end homelessness in southern Minnesota. 

​
River Valleys CoC is also a Continuum of Care region recognized by the U.S. Department of Housing and Urban Development for the purposes of the HUD Continuum of Care funding program. The CoC's formal name with HUD is Rochester/Southeast Minnesota CoC (MN-502).
